Flowey (JP: フラウィ) (/ˈflaʊi/)[2] is the first character that the protagonist meets in Undertale. He introduces the player to encounters by sharing "friendliness pellets", which are actually harmful bullets, revealing his philosophy of "KILL or BE KILLED". Flowey is the main antagonist of the Neutral Route and the True Pacifist Route, and could be considered the deuteragonist of the Genocide Route. A powered-up version of him serves as the final boss of the Neutral Route.
Profile
Appearance

Flowey is a sapient golden flower. He has a white head, six yellow petals, and a light-green stem. Flowey can emulate a variety of faces and voices: he mimics Toriel and Asgore in certain situations, the protagonist's face before the Neutral Route's final battle, and his old self at the end of the Genocide Route. Flowey's overworld sprite shares a color palette (white, yellow, green, and black) with Asriel's.

Flowey can feign a cheerful, friendly personality. He speaks similarly to his father, often using words such as "Howdy!" and "golly". When Flowey is not trying to fool the protagonist into trusting him, he is quick to insult them. In the Japanese translation, he uses "boku" for himself and refers to others with "kimi", as does Asriel.[3]
As a SOULless being, Flowey is neither human nor monster. Because he has no SOUL, he is unable to feel compassion or love, and seeks amusement by indulging his curiosity that stems from his ability to "reshape the world" with his powers of determination. He retains his memories between SAVEs because he used to be able to SAVE himself. On the Genocide Route, he reveals that he was not always amoral and initially used his SAVEs to help others in spite of his emotional numbness; as time passed and his inability to feel took a toll on him, all the while he was trying to sate his burgeoning curiosity, Flowey — reluctantly, at first — decided to commit murder, under the pretense of wanting to know what would happen.[4]
Due to boredom and knowledge of the world gained via SAVE manipulation, Flowey is malevolent and cruel. He repeatedly berates the protagonist for not following his "kill or be killed" philosophy, yet also criticizes them at the end of the Ruins if they killed any monsters.[5] He is manipulative, devious, cunning and subtle if the circumstances require it.[6] When faced with a situation he has no control over, Flowey may act in frustration or cowardice, the latter evidenced by his murder of his former father to appease the protagonist in a vain attempt to save himself in the Genocide Route's conclusion.
Despite Flowey's insistence that he cannot feel love or compassion, he pleads with the fallen human/the player to not reset everything again and let everyone stay happy if the game is opened after completing the True Pacifist Route for the first time, indicating that he is capable of caring about other people to an extent. In the UNDERTALE Alarm Clock, he finds Toriel passed out after a party and leaves her a glass of water, mirroring an earlier instance where he moved her to bed and left her a glass of water after seeing her collapsed in the Ruins.[7][8]
Main story
Ruins start

When the protagonist enters the arch with the Delta Rune, Flowey greets them and acknowledges their arrival to the underground.[9] In battle, he explains how the SOUL can become stronger with more LOVE, and offers to share some with them via "friendliness pellets".[10] His reaction varies based on if the protagonist touches the bullets or dodges them:
- If the protagonist runs into his bullets, he grins and calls them an idiot, then voices his philosophy.[11]
- If the protagonist repeatedly dodges the bullets, Flowey gradually stops pretending to be friendly. As this occurs, Your Best Friend gets increasingly slower before stopping entirely.
- Dodging the bullets one time prompts Flowey to tell the protagonist that they missed the bullets, and that they should try again to collect them.[12]
- Dodging the bullets a second time angers Flowey; he asks the protagonist if they are joking and questions their mental capacity.[13] He exclaims, "RUN. INTO. THE. BULLETS!!!" then looks directly at his speech bubble and replaces "BULLETS!!!" with "friendliness pellets".
- Dodging the bullets a third time prompts Flowey to acknowledge that the protagonist is aware of the situation, and assume that they wanted to see him suffer.[14]

Regardless of whether the protagonist dodged Flowey's bullets or not, he laughs as he tries to kill the protagonist with an unavoidable ring of bullets. He becomes confused at the protagonist's HP suddenly being fully restored, and is surprised by the fireball that knocks him away. Afterwards, Flowey does not interact with the protagonist directly until the end of the Ruins.
Otherwise, Flowey has different reactions at the introduction. It is based on if other routes occurred, and from the protagonist's actions.
Resetting the game before completing the Neutral Route causes Flowey to repeat his battle, but with different pre-battle dialogue:
- The first reset causes Flowey to assume the protagonist is pretending to not know who he is.[15]
- Further resets cause Flowey to question if the protagonist has anything better to do.
Post-Neutral Route, if Flowey was spared, he offers advice to the protagonist, wishes them good luck and leaves.
- If the protagonist gained EXP, he reminds them not to kill anyone.[16]
- If the protagonist did not gain any EXP, he reminds them to befriend everyone.[17]
- If Flowey was not spared, he does not interact with the protagonist until New Home.
If the Genocide Route had been initiated only for the file to be reset, Flowey is surprised that "<Name>" aborted the route, but lets them be.[18]
Hard Mode
At the end of Hard Mode, Flowey appears after the protagonist finishes Toriel's boss fight, once Toriel and the Annoying Dog leave. He complains about how long he has been waiting in the following room, before realizing the game is on Hard Mode, and mocking the protagonist. He leaves shortly before the ending text appears on screen.

Ruins end
At the exit to the Ruins, Flowey judges the protagonist's actions up to that point. Flowey does not appear to judge the protagonist if the Neutral Route had been completed or if the protagonist aborted the Genocide Route beforehand.

Neutral Route

After the Ruins, Flowey continues to monitor the protagonist from a distance throughout their adventure. If the protagonist backtracks in some areas, Flowey can be seen burrowing back into the ground at the edge of the screen.[20]
Flowey also leaves a message on an Echo Flower in the vertical room before the bridge in Waterfall that changes depending on whether the protagonist spared or killed Toriel.[21][22]

If the protagonist kills Asgore after battling him, Flowey appears and destroys Asgore's SOUL. If the protagonist spares Asgore, Flowey appears and kills Asgore himself. Either way, he absorbs the six human SOULs and transforms into Omega Flowey. Then, the game crashes and the battle against Flowey begins when the game is opened again.
After he is defeated, the protagonist has the chance to spare or kill Flowey. If Flowey is shown mercy thirteen times, he will flee, unable to understand the protagonist's kindness towards himself.[23]
If the protagonist loads a SAVE or finishes another Neutral Route, Flowey absorbs the human SOULs again, but does not fight the protagonist as he knows the six SOULs would rebel again.[24] Instead, the protagonist is able to exit the room and receive Sans's Neutral Route phone call.

If spared after his battle, Flowey gives advice to the protagonist on what to do during subsequent Neutral Routes,[25] unless the requirements for the Genocide Route were met in the Ruins. If the protagonist gained EXP before his battle, he asks the protagonist to prove his philosophy wrong, as he thinks it may be meaningless.[26] Flowey also offers unique dialogue if the protagonist only killed Asgore and tells the protagonist that they wasted everyone's time.[27] If the protagonist earned no EXP, yet they have not met all the requirements for the True Pacifist Route, he mentions that the protagonist should get closer to one of the main characters, depending on who they previously befriended.[28]
The protagonist can then reload their previous SAVE file and follow his advice. If they reload their SAVE and have not followed Flowey's advice, he talks about several topics such as wondering why they want to be friends with him, if they should start a "Flowey Fan Club", how he knows Papyrus and Sans, and if they are bored and only want to see what he says. If the protagonist reloads their SAVE and triggers a Neutral ending for the sixth time, he asks if "[they] have anything better to do".
If the Genocide Route was aborted after leaving the Ruins, whether by failing a requirement or by resetting, he instead questions the protagonist, under the belief that they are the fallen human, on why they aborted the route, claiming they were on their way to real victory, as well as rectifying the failure of their previous plan.[29] He then asks if this is revenge for said failure, before concluding that they just wanted to see what it was like before tearing it away from everyone, and allowing them to mess around as they please.[30] From this point on, Flowey no longer appears after the ending phone call.
If the protagonist kills Flowey, he gleefully acknowledges their capacity for violence[31] before becoming "just a regular flower". After a reset, Flowey does not appear until after the resolution of the battle against Asgore. He berates the protagonist for thinking that killing him solved anything, explains that he was brought back when the protagonist loaded their SAVE file and that they still cannot achieve their happy ending.[32]
True Pacifist Route

Flowey helps the protagonist fulfill the requirements for the True Pacifist Route by contacting and instructing Papyrus.[6] After the protagonist explores the True Lab, Flowey thrusts them into New Home and blocks off the elevator with vines. He then covertly absorbs the six human SOULs as the protagonist reunites with the monsters they had befriended.
When Papyrus reveals that he received help from Flowey, Flowey ambushes the monsters and traps them with vines. He explains that if the protagonist leaves the underground satisfied, they would not want to "play" with him anymore. He then attacks the protagonist but is prevented from dealing the final blow by the monsters. Flowey feigns defeat before absorbing the SOULs of almost every monster in the underground and transforming into Asriel.
After the True Pacifist ending credits, Flowey returns upon re-opening the game and explains that everyone is living their lives happily on the surface. He begs "<Name>" to "let [Frisk] go", but it is unclear if he is talking to the fallen human or to the player.

Genocide Route

On the Genocide Route, after the protagonist kills Toriel, Flowey assumes that they are not really human[33] and starts thinking of them as the fallen human, telling them that they are still inseparable after all those years.[34]
Flowey makes no further appearances until New Home, where he explains his backstory about his experiences in the body of a flower. Near the end of his monologue, he realizes that the protagonist will not hesitate to kill him and, frightened for his life, tries to convince them that killing everyone isn't a good idea. He rescinds his previous plans with the protagonist and tells them to leave him alone.

After the protagonist kills Sans, they easily kill Asgore. Flowey then destroys Asgore's SOUL and desperately pledges his allegiance to the protagonist one final time in an attempt to save his life, revealing his true identity as Asriel in the process.[35] In tears, he begs the protagonist not to kill him;[36] the latter responds by attacking him eight times, with Flowey's body breaking down with each strike until there is nothing left of him.

In battle
Attacks
As a flower, Flowey uses only three attacks: a five-bullet spread that slightly home in on the protagonist's SOUL, a large ring of bullets which surround the SOUL and cannot be dodged and a vertical row of bullets which come from the side of the bullet board, from outside it. This attack is only used before his battle as Asriel. He can speed up the spread although the limits of his attacks and speed are unknown. Getting hit by his five-bullet spread in his first encounter deals 19 damage per bullet whereas the unavoidable ring attack heals 19 HP regardless of whether it hits the protagonist. Before his battle as Asriel, the bullets deal 7 damage until the player has 6 HP, when they deal 5.

Alphys
Alphys unintentionally created Flowey as a result of her experiments with determination.
Sans
Sans is the only character other than the fallen human who Flowey respects, albeit out of fear. He sees Sans as a dangerous adversary and takes measures to make sure Sans does not learn of his existence. It is heavily implied that Flowey came into conflict with Sans before numerous times, and was defeated by him each time.[37]
Papyrus
Papyrus is one of the people who knows Flowey as a friend. Flowey occasionally appears when nobody else is around and converses with Papyrus, providing him with flattery, encouragement, advice, and predictions. In turn, Papyrus started a Flowey Fan Club. Flowey also knows Papyrus's favorite food.[38] At the time he gained his ability to reset, Flowey considered Papyrus one of his favorite people to mess with.
Creation and development

Prior to Undertale's development, Toby Fox already had Flowey's visual concept in mind, thus his appearance did not change. He was also among the first to have battle sprites in the game. In the UNDERTALE Art Book, it is mentioned that Flowey is inspired by Cosbydaf's NES Godzilla Creepypasta character named Face, who is minimally designed, expressive, and asks questions. In a 2013 joke thread on Starmen.net, Toby claimed Flowey was a reincarnation of a protagonist named Face, who is from the non-existent UnderGround game.[39] Flowey also shares a semblance to the talking flowers in EarthBound's Magicant, which Toby included in his EarthBound: Halloween Hack.
Due to Flowey's existence, Toby also wanted to generally avoid creating plant-based monsters for the game.[40] As a character, Flowey exists to emphasize the concept of FIGHT versus MERCY.[41] Toby also admits that Flowey has a lot of dialogue at the end of the Ruins due to it being the end of the Undertale demo.[42]
Much of Flowey's talking voice clips are from other sources or are stock sound effects. Flowey's evil laugh has a filter on it,[43] and was originally a Warner Bros. stock sound effect[44] used in various media, such as the Pink Panther cartoon, the Tomba! video game,[45] and Toby's The Lordling for the Homestuck soundtrack. Flowey's other voice clips are from 1960s McDonalds commercials, including the unused "Triple" and "Shake" lines, and his "That's a wonderful idea!" line is pitched-up from one.[46] In the Japanese translation, Toby re-dubbed Flowey's "That's a wonderful idea!" line himself.[47]
There are unused concepts for Flowey. In one of Toby's concept sketches where Asgore was defeated in one hit, Flowey appears shocked, congratulates the protagonist, then burrows back into the ground as a goofy sitcom theme plays.[48] While the related sprites are unused, they can be found in the game files. In the 10th Anniversary Stream, Toby also admits that he wanted either Flowey or Asriel to have the phrase "here we are" as a talking voice clip, though it was unused due to not having any meaning to it.[49]

Kickstarter

In the Undertale Kickstarter's Stretch Goals section, Flowey dances in the "Thank you very much!" banner.
In the Undertale Kickstarter Trailer, while Flowey talks about combat, he says "murder" before the text changes to "fight", along with his cackling face changing to normal. This is likely a reference to him changing the word "BULLETS" to "friendliness pellets" during the protagonist's very first encounter with him in-game.[50]
UNDERTALE Alarm Clock

The Winter Dialogue for the UNDERTALE Alarm Clock was announced on Undertale's 5th Anniversary. Flowey has his own Winter Dialogue, where he refuses to disclose where he received the ribbon and recalls Toriel being left alone during the winter party.
Near the end of Asgore's Winter Dialogue, Papyrus tries to introduce his friend to the others. Further at the end, Flowey remarks that everyone is unaware that the month is currently September.
Papyrus Q&A
In Papyrus's 2nd Q&A, Flowey makes an appearance during Papyrus's answer to the question "What's the relationship like with your tiny friend Flowery?" After Flowey corrects the questioner's spelling of his name, Papyrus misspells his name as "FLOWY", prompting Flowey to jokingly misspell Papyrus's name as "Papayas".

- Flowey's facial expression when he gets hit by Toriel's magic fireball at the beginning of the game, depicting his bulging eyes and open mouth, is similar to Asgore's face when he also gets hit by Toriel's magic fireball before the fight with Asriel on the True Pacifist Route.
- Given the number of expressions in battle, Flowey has the most battle sprites of any character.
