Snowy is the 17th track in the UNDERTALE Soundtrack. This song plays while the protagonist traverses Snowdin, the wilderness to the west of Snowdin Town.
In game, this song plays slightly slower than the OST version, at 0.95x speed.
On the True Pacifist Route, a distorted version of this track plays as the protagonist fights Snowdrake's mother in the True Lab. Because the track is pitched and slowed down at a random interval during this battle, it will sound different every time she is battled. To be exact, the song is pitched down (and slowed as a result) by 0.5 at the beginning of the battle. After a random delay ranging from around 0.13 to 4.1 seconds, the track is set anywhere from 0.3 to 0.7x its original speed.[1] The track will also oscillate between the current pitch ±0.01, which adds a "wobbly" or "frayed" effect.[2]
During the Genocide Route, the song starts at 0.6x speed after Sans asks the protagonist to keep pretending to be a human,[3] decreases to 0.4x speed after Papyrus reacts to seeing them in front of a rock,[4] then increases to 0.5x speed after Papyrus's Electricity Maze.[5] It then returns to normal speed after walking past the word search.[6] Upon exiting to another area (such as the mysterious door) and returning, it decreases once again to 0.4x speed.[7]
In an interview with Jake Kaufman published in A Profound Waste of Time, Toby Fox mentioned that Snowy was one of the songs made before Undertale's development, alongside Nyeh Heh Heh!, sans., Heartache, and MEGALOVANIA.[8]
The files of the Chucklefish game Starbound, in a beta version from 2015, contained an unused song called not-the-tundra which is a shorter version of Snowy.[9][10] Toby Fox joined the Starbound music team before the development of Undertale,[11] and composed about an hour of WIP music that was scrapped by Chucklefish;[12] not-the-tundra could possibly be an early version of Snowy that was originally composed for Starbound before being repurposed for Undertale, but Toby Fox has not confirmed this.

There were some songs ready beforehand, six or seven of them. Fallen Down was an old song that was already on an album that was out. Papyrus' theme [Nyeh Heh Heh], Sans' theme [sans], Heartache, Snowy... and Megalovania is a new arrangement of an old song. The rest were all done during development and I think I work pretty fast... But Jake makes music that has - and I'm not saying my music isn't good but - I've always been impressed how Jake is able to work very fast but also produce songs with a lot of depth, layers and clear effort.

Toby Fox was originally a composer for the game Starbound. Alongside an early version of "Snowy" from Undertale, there are three other unused songs in the code that likely also belong to him, as they are made with his commonly used soundfonts and VSTs.

Next, I’m proud to announce that we have a few more talented musicians joining our team. Both Radiation and Solatrus have generously agreed to help us with music for Starbound. You may know them from the Homestuck Music Team.

Actually I composed about an hour of WIP music that ended up completely scrapped because I wasn't in the IRC channel enough. I left after that. I completely believe what Clark and everyone else are saying.
