okay well think about it(note i am not a pap knighter, just for jokes there), in undertale we find out that it was because of flowey that papyrus is so confident, without him pap would be like alphys but not as smart, in deltarune flowey was never there so papyrus will most likely have designed something to make him look tough and powerful, case in point the neo armor, he most likely shared it online but recived a ton of hate and got so embarest that he deleted anything that had to do with the neo body.
