Sans himself states that LV1 doesn't mean innocence thus KARMA would still work and Flowey literally said Sans is stronger than nearly any monster he killed. Sans literally states he can instakill LV1 Frisk. He doesn't attack only cuz he survives on any Neutral Route as the world isn't getting erased and Toriel's promise. The Localization Book also states that he's extremely powerful

He says they'd be dead, not that he can instakill them. Those are very different things.
Stat-wise, he is the weakest monster; his stats are all 1. His power comes from his ability to bend the rules, like not giving the player iframes, taking "shortcuts", and using undodgeable attacks, but in none of that does he have any statistical strength.

He says "you'd be dead where you stand" implying that it takes a little effort for him to kill them. LV1 Frisk has 20HP, so for Sans to kill them would be at least 40 seconds if they stay still, so KARMA would still aftect them the same way as on LV19
Yeah I know about that, and that's the reason why he's strong, he has overpowered abilities like his cheating. In a 1v1, he would defeat any monster except prime Asgore and Amalgamates

Since Chara is the narrator, they can't understand the full capacity of powers. For example, they don't know Glyde's stats. The CHECK option doesn't understand that Sans can bypass invincibility frames and deal KARMA, thus it only shows his "raw" stats.

There's no evidence that KARMA gets weaker with lower LVs but there's the opposite evidence. KARMA by definition just means punishment, so it works with at least 1 sin. Sans states that LV1 Frisk isn't innocent, thus KARMA already works the same as on LV19
Flowey was being afraid of Sans even at LV1 (Flowey knows everything in the game, read every book, etc so knows how KARMA works and how to defeat Sans easier. He's not abided by game mechanics, so he can just betrayal kill Sans at LV1 on Pacifist, considering that Flowey was enough fast to being able to fight Sans and Flowey can teleport too. Flowey also recommends to evade Sans at LV1, thus Sans isn't the weakest

You're using a speculation, we don't know what's the bare minimum of KARMA damage. And even so, Sans can bypass invincibility frames
I'm not saying that sans wouldn't neg-diff lv1 Frisk, I'm saying that karma wouldn't work on them because they've killed at most one or two monsters
