Mettaton is never directly cited as it's creator anywhere. We assumed it was him at the time of Chapter 2 because of Undertale vibes, but that's honestly no better than saying Kris is Chara and they genocided everyone's piles of Asriel's dust.

I had basically already responded to this earlier. There is no concrete evidence Mettaton made it besides vibes and nostalgia. The word "neo" itself was first said by Jevil, in chapter 1.

The abridged answer: It was either her would be rockstar outfit, which is the more likely case. Or it was her ideal body, which I like more.

Basically it was a dream version of her but she had to abandon that dream to become the Knight (Yes, I think she did it willingly). Now the NEO body is a source of fear and sadness for her, which explains why the Titan has so many similarities to the NEO Body.

Queen also reffers to Dark Fountains made within the Dark World as "Neo" Dark Fountains, these are where Titans are formed from. The other two characters (aside from Spamton NEO) to say the word "NEO" are Jevil and Tenna, and these two are also very intimately tied to her.

I had also already responded to this. If it's Dess, it explains why the Titan acts like Spamton NEO, and could also explain some of her motivation and what lead her to become the knight.

I mean, that didn't happen. Toby is also writing the game backwards from a single dream he had 15 years ago, even in this newsletter he states he has been concepting the fight for at least 5 years.

The fight concept evolved so drastically, the body is now a critical plot point in Spamton's arc, FRIEND's first appearance and the Shadow Crystal quest. While before it would just be a fanservice fight. What else could've changed?

I'm just gonna reply one last time then, cause you mentioned something important I didn't address in this for brevity: ERAM also has Power Of "NEO" / Battle Against a True Hero.

Edit: Tenna's IT'S TV TIME! also has Death by Glamour. And we have confirmation that he has no connection to Tenna at all, the motifs could mean nothing.

In Power Of "NEO"'s case playing for Eram, it actually means a lot. Because it ties Eram to the NEO body, which is also something I address in my doc (did I mention it's a 100 pages?)

I dislike your theory, but at the end of the day, I don't really care.
what i WILL stress to everybody here, is that the NEO body is NOT pointless fanservice.
it is a way of showing the repression and, perhaps, DEpression that almost everybody in hometown feels. Mettaton gave up on their/his dreams, asgore's divorced as hell, that one rabbit can't walk her brother
etc, etc
and you can't argue that the people of hometown aren't repressed, because that's where dark worlds and their escapism factors tie in.

They're an escape from the dreary hometown, where sure, everything's fine, but everybody's got problems, nobody's fully open.
The NEO body is a way of showing hometown's discarded dreams
as well as toby literally just wanting to fight mettaton neo
like he said in the newsletter he just wanted a proper neo fight like dude it's not that deep
