It's fitting to be Noelle, with the eerie Weird Route "Thank you" she gives and the seriousness the whole thing gives, but considering the prophecy is pretty vague on which girl it's talking about (Susie or Noelle equally fit), who knows if it's totally Noelle?
Yeah, it responds to 1225 December, but how many people decided to message about Catti, who's also the same age as Noelle and hence might've smiled as a child more often? First time I saw that black form (which was already closed) I thought it was Catti. Look at that emo smile-less cat.
I was joking to my friend that for all we know, she is any girl, including Susie, ghost Mad Mew Mew, and Tenna's Pipis daughter thing.
Not discounting the likelihood it's only Noelle, but just giving the possibility.

Duh. Obviously both the submission and the email response are referring to Noelle.
Again, I do not mean "All the 'Thank you' email responses apply to all the girls of Deltarune. Again, I meant that it's possible that not all of them are about Noelle, or at least not only about Noelle.
As I said, how many people assumed it was Catti and responded as such? Who knows, if we said "when she saw Noelle again", we might have had a Catti-specific response.
"1225" was a Dess answer. You can argue that the lack of a "Until next time" means that the emails cannot refer to Dess, but the emails generally don't give an "Until next time" if you give just a number without a unit (e.g., hours, years, chapters),
But if this Thank You email isn't only about Noelle, I think these would be the candidates:
- Noelle (obviously)
- Catti
- Susie
Daily reminder that 1225 is not just for Dess, but all of the holidays

I do sincerely believe all of the response emails are (totally) Noelle. Even if other characters are mentioned, the "time until smile" refers to a specific event we're trying to pin down.
But I do feel the need to point out that there is another "thank you" in Chapter 4 that I personally find equally eerie:
I'm starting to lose track of the time.
Has it been days? Hours?
If someone told me it's been years, I might believe them...
Before, the sun came up,
And so many wonderful things happened that made time meaningful.
Things like breakfast, or late night TV...
In this place,
I don't eat or drink anymore.
I can't tell if I'm awake or dreaming.

It's just nothing but pitch black silence.
