I don't find your arguments convincing.
Sure, in a vacuum, that makes sense, but consider Ralsei's whole character arc. He starts out with a belief that he's nothing more than a servant to the other 2 heroes, and it takes him several Chapters of questioning himself to start letting go of it and developing his own personality, because he internalized it so deeply. At this point in the game, it should be pretty clear that he enjoys wearing a dress and calling himself a princess for his own sake. Just look at his reactions:

Like, come on. This is the most blatant attempt to justify one's actions using the worldview ingrained into them. This is equivalent to "relax bro, I'm doing it ironically for a video".
Flowery is a jackass, but he isn't evil. He's constantly characterized as a person who knows way too much and won't shut up about it. It'd make more sense for him to have no filter and push on Ralsei's biggest anxiety (like he's been doing the entire Chapter) than to make up a fact about a fundamental aspect of his identity and gaslight him about it. Especially considering Ralsei responds to him with projection and not confusion:

* Oh? Ralsei, wanna tell them what's wrong with that?
I don't really have an opinion on the transgender Ralsei theory. I will not agree nor disagree with the theory until it is proven canon.

honestly I’m kinda split on it, yes, I think trans ralsei would be really cool IF true and I do kinda want it to be true, but on the other hand, yes, it would make the team all non-men, and yes, it would ruin Susie and Ralsei going against gender norms.
For now, I think it’s a really cool HEADCANON, until proven in chapter 6/7.
i think I don't like this theory just because ralsei doesn't have to be trans. I played through the entire chapter 5 except for a few little bits and nothing jumped out at me. idk if i was just seeing it wrong or what?

Saying that a title Could have been applied to anyone does not mean it /did/ apply to everyone.
People have already discussed the drastic difference in reaction between the 'nah bro' and the encouraging option, so I won't get into that, but I will say that when combined with Ralsei's response to the Mannequin with the blue dress ("Um, the d-dress is cute...") (which in the context of Undertale is heavily associated with self-expression incl. Mettaton who is one of the most on-the-nose transmasc characters on the planet and Dress Lion.)
I really don't think you can 'the curtains are just blue' out of this one when there is other stuff that directly relates to Ralsei personhood and the usage of they/them...?
Flowery IS a jackass to Ralsei, I will not argue that point, but I feel like when Flowery's self-described motive for ragebaiting Ralsei is "* This whole time, I was doing it thinking... it'd help you realize you could be happy.", and when combined with the Summer Newsletter "The golden flower, “Gold”, was able to become his own “Mary Sue” character in the form of “Flowery”." stuff, it starts feeling a little uh... pointed in terms of Flowery pointing out Ralsei self-determination? ^_^;??
