Unless Kris themselves made the Card Kingdom and the Cyber World, the girl in question has to be the Knight, right? After all, she would need to be familiar with the characters of King and Queen in order to bring them to life.
The only lore-relevant girls that Kris knew back then are Noelle and Dess. I've seen people claiming that the girl has to be Dess for no reason other than her potential Knighthood, but I don't buy that. From what we know of Dess's personality, and her relationship with Kris in particular, I really doubt that she would play pretend with Kris like that. I find it much more believable for Noelle to be the one playing with them.
i thought everyone thought it was Noelle, seemed pretty obvious here, Ramb calls (Kris and ???) them “Kids” so it wouldn’t be Dess (assuming that at that time, she was a teenager) and Noelle makes more sense considering their relationship.

King, Queen, and Tenna are characters created by Kris and Noelle when they were kids. Just like Susie couldn't reproduce the Old Man when she created her own Dark World, no one except Kris and Noelle should be able to create King and Queen.

Okay, so what if no matter who opens the dark world, King and Queen have the same personalities?
While Kris and Noelle (the girl is most likely Noelle since they're implied to be the same age) were playing with inanimate objects in make-believe they "endowed" (is that the right word?) these objects with different personalities, for example King is grumpy and Queen constantly jokes. And these objects stayed with those personalities for the whole time. And if anyone opens a dark world for example where King is then King will come to life with the personality the lightners gave him.
TLDR: it doesn't matter who opens the dark world, opening the dark world doesn't "create" a character, rather lets them come to life with the personality that has been inflicted upon them earlier in the process of a lightner interacting with the object.
This can be a somewhat solid explanation for "that girl" being Noelle and the Knight opening fountains. I'm not sure if I explained understandable enough though
my bad fanfic theory for this is that at some point Asgore's central heating in Flower King broke in the middle of winter and he begged Alvin to keep the flowers in his office until he got it fixed, so they spent a while there at some point, or something.
my other idea would be they could have been married at the church/vows stuff, since I don't think the wedding photo specifies that they're outside in it...? just that tori is holding the flowers.
