Deltarune’s special enemies are often slapdash, either as jokes or random characters we won’t see again.
In Undertale, most of them have at least some deal of story behind them.
Honestly I don't even know what DR enemies count as "special". I considered Clover to be a miniboss but I think the wiki doesn't because you can fight her in the dojo.
I don't think "Special Enemy" is really a categorization that makes sense in deltarune because it doesnt have random encounters anyways.

The have mechanics unique enough to not be a regular enemy, but they aren't important enough to be a boss. (Might be defining boss wrong.)
For example, King is a forced fight that finishes the chapter.
Jevil is a Bonus fight that is unnecessary to finish the chapter, and drops a weapon or armor depending on if they were spared or fought.
Jackenstein doesn't drop a Shadow Crystal, armor, or a weapon. He drops something perhaps necessary to continue the chapter, but he has no lore implications really.
Jackenstein is a miniboss and that is FINAL.

no, a mini boss is a mandatory encounter with its own music, often times giving an item needed to progress.

The plot quite literally can’t move on without Jackenstein.
