The Voice literally has the exact same speech patterns as Gaster. The Voice says very, very, interesting. Gaster does too in Entry Number 17.

If you believe in "Sans & Papyrus are from Deltarune" then Papyrus wouldn't have that personality in UNDERTALE.
I believe Sans is from Deltarune. I don't see much evidence Papyrus is, aside from the Snowdin shopkeeper who talks about how Sans and Papyrus just appeared one day. …Or Papyrus talking about green grass in that one Q&A. I will argue that Papyrus could be from the Surface of Undertale, however.
