And they both use Shadow Crystal Boss attacks and alternating SOUL modes between attacks
and the track is Hopes and Dreams
and if you die your run gets RESETed
and both of them have individual HPs that require both being at 1HP to be killable
and their health is 9999999999999999999999999999999999999999999999999999999999
etc.

honestly i wish toriel actually had atleast a pretty hard bossfight in geno before dying, i feel like she'd have realized something was going wrong.
as for characters that never got one, i think a catty and bratty fight would also be cool

The issue with this is that the disappointment is the whole point. Toby doesn't want players to have fun with the genocide route, so all the fun bosses just go down in 1 hit, and what little fun you can have (the 2 super bosses) are both behind crazy frustration barriers.

When it comes to Undertale NPCs, I am a fan of river person
A fight with them would be interesting, although I imagine it would be very different depending on who was designing it, since river person is a mysterious character
I can think of things to work with for attacks, though

I'm imagining in my head a waltz for the battle theme, incorporating leitmotifs of different areas
Attacks could be things like water droplets falling down and filling up the battle box, or getting attacked by the living boat
There could also be some weird stuff that connects to Deltarune, maybe even a bit of darkness mechanics
Could also have musical attacks, since they like to sing
The river person has also been associated with grim reaper imagery, so if you needed them to use a weapon, you could do a scythe
