We all know that after Chara and Asriel died, Asgore declared that any human to fall into the Underground would be killed, and their SOUL taken. We also know that Toriel was disgusted with this, and left for the RUINS shortly after.
My AU centres on the fact that it is incredibly unlikely that every single monster in the Underground supported and was happy with the policy. In my AU, there was a minority that protested the declaration, eventually climaxing in a Civil War of sorts. Being totally outnumbered, this minority lost, and in order to prevent anymore interference and resistance, were cast into a deeper part of the massive network of caverns below Mt. Ebbot and sealed off, eventually forming a new civilisation I have dubbed 'The Otherground'.
Any thoughts?

I like this idea! Are there any major monsters in the Otherground besides Toriel? I guess the only one could be Gerson since he was actually alive when Asgore made the decision, and I don't think Undyne was when Asgore made the decision. Since Sans and Papyrus appeared out of nowhere, maybe they could appear in the Otherground instead?

The way I've imagined it is that Sans regularly travels between the Underground and the Otherground through some secret tunnel he has because Sans. Most of The Underground's population (especially the youth) don't know about the Otherground's existence since it's not something that anyone's particularly proud of.
Also, Toriel is not in the Otherground. She left for the RUINS before the Civil War broke out.
