Ring of Heaven's Call? Spamton. He talks about heaven all the time and it mentions calls and ringing.
Tail of Hell? Very much Jevil. The item you get from defeating him is his tail, and he's literally a devil.

Jevil's tail doesn't crawl, and the picture shows a tail consisting of circles. This is more similar to how Noelle describes the cats being rendered in the Cat Petterz game.

"the ring of heaven's call" may relate more-so to the fact that the dark fountain of the third sanctuary was "calling" the three heroes, with a bell ringing sound as the sound effect. A minor scene, but I believe that could be what it relates to.
An evil tail is also referenced in the egg secret for that same chapter, I believe.

the tail is probably not Jevil's. For one you get the devilsknife instead if you defeat him violently. For two, there's multiple mentions in chapter 4 of a "pointed tail", which is probably what the prophecy is referring to here, and Jevil's is explicitly J-shaped, not pointed.
Also, Kris gets a notable amount of phone calls, too. Just sayin'.
Spamton is also mentioned in Lord Of The Hammer: "The heroes do battle in chariots". While it hints at Berdly it also possibly hints at the fact that Spamton NEO's battle takes place on a rollercoaster ride
And why would cat letters be in the prophecy? Jevil also directly mentions hell, as well as his name being a portmanteau of the word devil.
Even if it’s as a joke, when Lancer appeared in the prophecy he at least is a recurring SUPPORTING character. Cat Petterz would make no a sense.
I mean we also have ROOTS which seems to reference the adoption center in Petz and ties it to the incident that happened with the children following the pointed tail. Ask Toby why that's important...

It's definitly something deeper, and there is a ton of lore about it (mostly in Noelle's blog) He means Cat Petterz as in relation to this one post on her blog that basically says she found a weird egg that hatched into something that matched friends description, and It behaved weird. eventually, it leaves “due to happiness.” She points this out as strange, because they normally leave due to sadness. Anyway, the tail of hell prophecy panel’s picture is a tail made of circles, and Noelle says in her blog, that cat Petterz’s cats are made of circles.

I think the "they" that the prophecy is referring to is either the fun gang or maybe just Kris. It could also be the Knight now that I'm thinking about it. Heaven isn't just related to spamton its also mentioned in, you know, THE PROPHECY AT THE BEGINNING OF THE GAME?! So maybe "heaven's call" has something to do with the angel, and the tail of hell, as theorized by many people, is likely Friend.
No, the weird egg Noelle got that left due to happiness NEVER hatched.
Friend DID appear on a minigame in Cat Petterz, described as a weird cat that lowered Noelle's points. Speaking of the minigame, supposedly deltarune.com/rarecats IS that minigame, and its shown that Friend IS the cat that lowered score (due to its jumpscare taking you back to the sweepstakes main page)
