They're both known to break the "rules" of battle, Rouxls preventing you from attacking, and Sans just doing... whatever he wants, really. There's so much that he does that I won't bother listing it.
Tenna has also broken these "rules," doing the same thing Rouxls did, where he forced the party to ACT.
My question is, which has the most potential to completely break combat in Deltarune? Also, DISREGARD ANYTHING SANS DID IN UNDERTALE, operate under the assumption that he knows how to break combat in Deltarune, but that he hasn't fully used it.

Sans doesn’t break rules, he bends rules.
Tenna uses Roulxs's card to do it, so that doesn't count,
Sans doesn't bend, break or blow up the rules, he just abuses them,
Roulxs IS the rules.
It's pretty clear, 100%-0%, 0%.
