in neutral route, will i stop getting encounters in a certain area if i have reached the kill count for that area?

Yes, the kill count is absolute, even without GENOCIDES
Be wary of exhausting kill count of the Ruins, though, because if you do that and then kill Toriel you are put into geno until you either don't exaust the Snowdin kill count, don't kill a Snowdin miniboss, or reach Snowdin Town without killing Snowdrake

Im tryna get lots of EXP for later (but i dont wanna fight undyne the UNDYING)
I know i couldve just done geno fully in snowdin, had a CLEAR way of seeing how many monsters were left in waterfall, and spared monster kid, but idk if temmie armor (in case i absolutely NEED IT) is for sale if you abort geno in waterfall

So do geno, spare papyrus, and boom, you’re fine
If you want extra EXP, make sure to fight Glyde too
And don't kill Jerrys, they're bad for EXP-maxing
