Toriel never said Asriel would arrive a week from chapter 1, she just said next week. Since Chapter 1 was on Thursday, this could mean as early as Sunday (Chapter 5).
Always bet on "Police Sacrifice Next week" theory! TLDR: The badge from Sans's lab is a police one, Papyrus had it bc the Police is the Deltarune Royal Guard equivalent, something happened to Papyrus (memory erasure?), and then Sans and Papyrus fled Deltarune to Undertale using a Deus Ex Machina
