the champion: asriel. the elite four: asgore,pacifist frisk, omega flowey, and sans.
the gym leaders: toriel is the fire gym leader, papyrus is either the ice or ghost type gym leader(i cannot decide), undyne is the water type gym leader, muffet is the poison type gym leader, and mettaton is the steel type gym leader.

you can either be kris or susie, (i think this is more gender friendly than boy or girl) and depending on what you choose, the other one is your rival.
i do not know what that stands for.
the starters are froggit as the grass starter, pyrope as the fire starter, and woshua as the water starter.
the proffeser is alphys.
the other four gym leaders are spamton as the electric type gym leader, jevil as the psycik type gym leader, king as the normal type gym leader, and the knight as the dark type gym leader.
There should be a grass starter Ralsei, A Fire starter Susie, and a water starter Kris.

thanks, i will take your suggestion. however it is the world of undertale and deltarune combined, so it cannot just be called "poketale".
ik but poketale seems the most fit for a pokemon and ut/dr crossover, and bc there are only 2 halves of the name (without it sounding cursed) then one of them has to be it
and pokemon seems more like a tale than a rune (unless it's sinnoh)
