Well, at least one that's explicitly living there. Jevil and Spamton do technically spend time in Castle Town, but they mostly live in Kris' pocket. She's also the first Lightner who is going to to spend time there since Kris and Susie got there in chapter 1. They're inviting Noelle next chapter but Pink's still going to be there first (if Noelle actually joins after what happened to her dad).
It's lowkey a pretty huge development. I'm thinking she's most likely going to appear singing in the café, but that's probably a given.
