Have you tried Vimm? It has a lot of ROMs and ROM hacks and I'm pretty sure I've seen a Spamton or two when searching Mario 64 ROM hacks there

No, battle progress pauses while it isn't targeting anything but it doesn't regen in any way
Depends on your skill with a shield and how good you are at PvH[1]. If you aren't very good at blocking our handling large amounts of mobs, you should prepare a lot of healing stuff, but otherwise a few garrots should be good.

Another related question then: If I was raiding an Anciet City and the Storm spawned two Symbionts while I was down there, if I don't initate combat with them, do they despawn?
And another unrelated question: Since Symbionts have a Frost Walker-esque effect, would an ocean be a good place to do the fight?
