tbf even in those gens it was fire types that were immune for fire type stuff, not water, and i think in gens 1 and 2 they could still get burned by will o wisp since that's... ghost? i forget the full thing, but there's a lot of ways Ninetails/Vulpix could Get you with burn.
the rest of the sentence specifically points out that fire types under normal circumstances are still immune to burn in later generations.
