They copied the sprite from the wiki, where we added the white outline because it would otherwise be invisible.

Personally, I've interpreted them as algae. Like, you know, that green thing that grows in a swimming pool when you don't change the water for a long time? Because the maze they appear in has schlop schlop sound effects and a reduced walking speed, which gave me the vibe of muddy water.
That's just my headcanon though.
