I believe you have misunderstood. This thread is about moving the Shadow Mantle Holder article to a new title. The proposed move to "Shadow Mantle (Enemy)" is not saying that it is the item, but is based purely on its file name.

Having given it a second thought I think the filename "shadow_mantle" could in all likelihood be shorthand for "shadow mantle holder". Even if that's not the case, since they say outright that they're holding it, it's the most objective you could put it. If we get an interaction like the Joker's Bet or the Pipis cutscene where the mantle actually talks, then we can reconsider. But for now, I think it's laid to rest.
