As you can see in waterfall, Frisk just... walks in water I guess

Does this mean Frisk just can't swim at all?

Evidence: They're a kid.
Also in the 10th anniversary there's an underwater secrtion

since frisk merely walks to swim, wouldn't be a surprise if in the surface, they just walked while swimming (completely forgetting they are drowning)

i think frisk can swim
there is a city, as seen in credits, so its somewhat modern
that means that most kids should be able to swim
Frisk can probably swim
