Many would likely not remember to allow necroposting on topics where they would not mind it.
As a solution, the admins could input a toggle when a new topic is created, so people can easily, with one click, signify whether necroposting is or is not allowed. I do not know if this would be practically feasible, but, if implemented, I believe it could solve necroposting.

I made my thoughts on necroposting known here:
It was never explicitly stated in the rules, because it doesn’t make sense to apply a blanket ban on necroposting in all cases. If the topic calls for it, fine. But if the user asked a question, and received an answer, it’s not fine to suddenly bring back the topic. If the user is annoyed by necroposting, it’s not fine to necropost in their threads. If you don’t know whether the user would appreciate necroposting, it’s better not to do it. If you’re necroposting and going off-topic at the same time, especially on serious topics, that is absolutely not fine.
