In school, for example, there are different levels of lockdowns
Level 1 is the least severe, No one is allowed to leave the building
Level 2 is more severe, classes continue like normal but no one is allowed to leave the class
And level 3 is the most severe, people have to lock the doors and be prepared for an intruder, turn off the lights and whatnot
Higher the number, more severe
