Kocka almost never appears, because they're doing Knight stuff.
They're the head admin for the .wiki, and Toby pays attention to fan things, citation: spr_asgore_notpiss.
Additionally, there are many theories on what the Knight could be, all of which have plausible evidence in some way or another. Kocka knows the community, being an admin in it, and so placed a minefield of red herrings to mislead us.
Motivation for them doing this? DELTARUNE has many more layers of plot, added solely by factoring in the Knight. And since Kocka is a wiki admin for UT/DR, this means they have gobs more material to work with. It all fits.
