All the rooms in the game are more or less done, minus polish to the backgrounds.
Almost all the scenes in the game are complete. A single digit amount of them need visual polish.
Most of the battles in the game are done, except for a couple. These unfinished battles function from beginning to end, but need adjustments to their pacing and bullet patterns to be considered complete.
Does that seem like there's much left to work on for you?
The team won't be testing the game for the whole 3/4 of a year, like, seriously why would they need to drag the development process for so long?
Also where was anything said about chapter 6 dropping together with chapter 5? Are you just making stuff up?
The last 20% of development takes 80% of the time. Bug-fixing and translation are both very long processes.

We have begun the localization process! We extracted the text from the game... 8-4 and I annotated all of the text with notes for the translator.
After localization reaches its final stages, we will begin testing with a professional testing team.
We also need to examine how the game operates on consoles. We will start considering that in January.
If I had to give a realistic estimate, I believe that it will take several months to release the game from where we are now.

because testing takes time (plus, that amount of time would include translation, which also takes time [and theres still some polish left to do, which also also takes time])

i think i was thinking of how ch5 was originally meant to release with 3+4, and the fact they mentioned ch6 in the newsletter, and i mixed those things up in my head and somehow came away with that. my bad
