English, like any other language, is shaped not primarily through rules, but through linguistic history and the flow, conversion and separation of dialects over time.
Different dialects offer contradicting rules, resulting in an amalgation of language that is English, which is virtually inevitable for such a widely-spoken language.
This is why we have linguistic rules in English, but also many exceptions to them.
