Chamber 0 (first game) doesn't have the Aperture Science Handheld Portal Device, neither Chamber 01. Chamber 02 is barely even a puzzle but since it's where you get the Aperture Science Handheld Portal Device (blue portal only) and portals are required to reach the elevator (without prop climbing, anyway) it counts.

Technically speaking Chamber 0 is the only Chamber without any portals. If you don't count the starting room.
