seth IS very smart, since we see shes renovating the rooms and like designing the buildings
she also improved her bullet patterns which not most characters do
sans hits us with one of his best attacks at the start of the battle if i remember correctly and sans is like the hardest boss in history or something
so seth telling aqua to use the attack we were damaged most by is a smart + strong move
remember, they are bound by laws while fighting. they cant just spam every single move they have at once
