Susie specifically talks about her and Noelle being "a thing", and they both refer to their time at the Festival as a date. Short of one or both of them looking at the camera and saying "this is my girlfriend whom I am dating" (which is very much not Toby's style for non-pizzapants characters), I don't think it could be any clearer.
