While making FNaF 3, Scott intended to make it the final game.
FNaF 4, when being made, was also intended to be the final game.
Scott saw how everyone was confused about the lore and wanted to make a new game to fix these issues, and thus Sister Location was born.
Sister Location was likely not intended to be the final game considering the Custom Night cutscene.
Pizzeria Simulator, very obviously so, was intended to be the final game during it's creation.
