The fight isn't unfair. It randomizes the attacks like every other battle, but there's always enough time for you to react. If you think you don't have enough time, it's because you're being reckless with your own attacks.
Well, that's a major piece of the game. ERAM is secret and has many things that can justify it.

Bad game design for the sake of bad game design is almost never justifiable. The only time I can think of where intentionally bad game design is fun is when it’s funny instead of frustrating (like fever meme). Otherwise, bad game design just shouldn’t be done.
And don’t go with the mindset of “This is Toby Fox and he can do no wrong and is perfect in every measure”. Everybody can make mistakes or do something wrong. Don’t think that the one bad part of the game is good because the rest of the game is good. That’s just not how things work.
