Deltarune Discussion! While Welcome has an actual "functional" purpose, almost nobody cares about it, including me that didn't make one of them. I feel like it could be subsumed by 
Memes & Random...
TL;DR: N&A has no goddamn reason to exist, and Welcome could be subsumed to M&R
News and announcements are for things like new chapters dropping, though it is pretty empty.
Welcome is good just for letting people announce that they've joined.
I'm pretty sure they just get automatically created when you make an instance of discussions.

“Memes and Random” doesn’t sound like a category for introducing oneself, and Welcome definitely does get used at times.
News and Announcements is for highlighting important news when there are any. Certainly, if you’re an active Discussions user it’s going to be less useful to you than to less frequent visitors.
N&A can literally be replaced by W.D., and there's a reason it's Memes & Random, not just Memes
