I dunno about the rest of you, but I'm voting off of who I think the best dad is, not who I like the most. I would vote King, but also he did shout at and technically threaten to drop Lancer off a ledge (as much of a bluff as that may have been), so I'm gonna have to go with Roulxs here, since he actually does dad things for Lancer.
That said, I am still kinda on the fence here, since the shouting-at-and-threatening-to-drop-off-a-ledge was a specil occasion (the Lightners being there), which to someone with King's past would certainly warrant abnormal aggression. We do also see in later chapters (especially 4) that King still finds joy in playing with and caring for Lancer.
