The reason Frisk Has SAVE AND RESET is because they have more determination than flowey.
Determination can vary between humans. like how kris can only save when were in control, which gives them more DETERMINATION. if frisk didnt embrace the player and refused itlike kris does. i think flowey would sitll have SAVE and RESET
So A regular Human In this hypotheical wouldnt have save and reset. but lets just say it dosent exist for this hypotheitcal
Any human would have more determination than Flowey. Frisk is not special in that regard.
Saving in Deltarune is different than in Undertale. It's Gaster-related and it probably doesn't take determination at all. See how none of the Save Points reference determination in Deltarune.
