One of the few problems I have with Chapter 4 is that Berdly completely discards all character development he got in Chapter 2 all because he believes it’s a dream.

I’m not sure what you expected? He didn’t really even change that much over the course of chapter 2. He learned that he doesn’t need to be so performative around people, but it takes time for people to actually internalize thing and change. Remember that in the actual narrative pacing of deltarune that happened less than 24 hours ago (from the last time he speaks in ch4).
Susie was able to change quickly because it was already something she wanted to do, she just didn’t actually know how until she met supportive people in Kris and Ralsei and Lancer. Berdly has realized (more or less) that he could change, but hasn’t had any particular push telling him that he should change, much less a decent example of how to actually make that change.
He'll probably have major development once he inevitably realizes that dark worlds are real, so I'm impartial to this. Not gonna lie, I was jumping for joy at the prospect of killing him and trapping him in SOME KING OF SNOW GRAVE
