Right now the Table of Contents at the start of the article is not automatically displayed in any form, but rather hidden behind a button. This makes a key navigational feature harder to notice and access than it should be.

I suggest the Table of Contents is displayed between the initial blurb and the first section, as is customary for wikis. It would not contribute to article size significantly, and it would be far easier to notice and access, especially for those with accessibility needs.

Yeah, we’ve heard this feedback before. I plan to move it back to article content, just haven’t gotten to implementing the change. It’s probably the #1 outstanding issue with the skin we heard.

I think this is a good idea.

I think that this is a good idea, with two caveats:

1. The ToC should still be accessible from the navbar pinned to the top of the screen, so you can easily get to it no matter where you are in the article.
2. On mobile (potentially also on desktop?), the ToC should be collapsed by default, because adding an inline ToC that's over a screen tall\[1\] between the lead and the article content makes the wiki less convenient, not more.

1. which it definitely would be for some long articles on mobile

Yeah no, Tables of Contents on moblie make wiki pages anywhere from 1.5x to 2x as big depending on the size of the page.\[1\]
